  1. I’m an American living in Talisay City and yes, you were apparently in a bad mood the last video. What happened is, at least from what I understand, Cebu City, Mandaue City, and Lapu Lapu City all appealed to stay on ECQ because their numbers were rising rapidly, and Talisay City appealed for MECQ because although their numbers were low they were also rising. These other 3 cities were supposed to all move to GCQ and the appeals caused everything to be given a 2nd look. Cebu City and Mandaue City ended up staying on ECQ, Talisay City went to MECQ, and only Lapu Lapu City moved to GCQ. I’m guessing because it’s not on Cebu.

  2. There’s a lot of indeciveness from the people in charge. These test kits have an accuracy rate of 30% that would explain why the rising “infected” cases (mostly if not all are asymptomatic). I believe these are same kits from China the president of Tanzania used on domestic animals and fruits and they, including the fruits, tested positive for Covid-19. He was understandably furious and ordered these kits to be recalled for its inaccuracy meanwhile we are relying on it way too much. I think this flu has run its course peaking in March and has mutated into less lethal version like the coronaviruses in the past.

Cebu City, Mandaue and Lapu-Lapu cities are the only LGUs in the whole Philippines who conduct mass testing to their population because, according to most health experts and scientists, it is the best way to contain the virus. The world standard suggest at least 0.2% of the total population of the epicenter in certain area or region. Because when you do mass testing, you would know who are carriers even though without symptoms. Thus, they can be isolated or quarantined right away. Also, with this set-up, you can easily do tracing on the person’s most recent movements, thus they can also be tested. Approximately, more than 70% of Cebu’s cases are confined or found in three Cebu City barangays (out of 80 barangays) of Mambaling, Bo. Luz and Labangon; and about 25% come from three jails in two cities of Cebu City and Mandaue City.The remaining 5% come from different barangays within Metro Cebu.
